RICHMOND, Va. (AP) - A federal appeals court says Maryland's law requiring applicants for a permit to carry a handgun to have a substantial reason is constitutional.

A three-judge panel of the 4th U.S. Circuit Court of Appeals on Thursday unanimously overturned a March 2012 ruling by U.S. District Judge Benson E. Legg.

Legg found that the right to bear arms is not limited to the home and that Maryland's law was designed to minimize the number of firearms outside homes by limiting the privilege to those who could demonstrate "good reason." He said the Second Amendment and a Supreme Court decision barred the state from enforcing that provision of the law.

Appeals court Judge Robert King wrote that the provision is reasonably adapted to Maryland's interest in public safety and crime prevention.

HAMPTON, Va. (AP) - An Air Force report says an October drone crash in Afghanistan was caused by a propeller malfunction.

An MQ-1B Predator was intentionally crashed into a non-residential area about 10 hours into a surveillance mission on Oct. 26

The aircraft and one air-to-ground Hellfire missile were destroyed on impact. An investigative report released Wednesday by Air Combat Command in Virginia says the drone was intentionally crashed because a suitable landing location couldn't be found after the propeller started to malfunction

There were no injuries and the Air Force says the loss is valued at about $4.6 million.

The drone's crew and pilot were assigned to Creech Air Force Base, Nev.

MANASSAS, Va. (WUSA9) -- Two children were found wandering in a neighborhood in Manassas on Friday morning, Prince William County Police said in a news release. 

The mother, Esmeralda Carolina Acosta Montoya, 28, of Manassas, was arrested about 45 minutes after police were notified that the kids were missing, police said. 

It happened at around 10:28 a.m., when a person called police, informing them that the caller had found the two children wandering, police said. 

"The caller located two children, a 3 year old girl and 5 year old boy, walking the area above unsupervised. The caller took the children to nearby Westgate Elementary School where police were notified. The investigation revealed that the accused had left the children in a locked room of the residence while she was gone for about for two hours," police said. 

Charged with two counts of felony child endangerment and she has been released on a $4,500 bond.
